Subject aims expressed by acquired skills and competences

The aim of the course is to teach students to identify hazards and risks in the place of MU, evaluate their impact on the safety of fire brigades and IZS system (other responders). Based on this evaluation, the student is then able to choose the procedure and tactics of intervention. Based on the above evaluations, the student is able to quantify the forces and means to eliminate the causes and consequences of MU, to save people, animals and property.

Summary

The course explains the logic of rescue and liquidation procedures for emergencies that are not associated with fire, and where the physical principles of fire tactics are not applied. For the purpose of solving these events, the subject explains the logic of predestination of fire brigades, especially with regard to the need for special equipment. It describes the characteristic hazards and explains the specific intervention requirements associated with the physicochemical properties of the substances and technical aspects of the intervention site.

Subject syllabus:

1) Predestination of fire brigade units and support points, rescue brigades; 2) Intervention with the presence of hazardous materials (HAZMAT) - basic tasks of fire brigades (responders); HAZMAT leaks (from equipment, in transport = differences in terms of preparation and prevention); Survey - HAZMAT identification systems - UN, KEMLER, DIAMANT, HAZCHEM, TRINS, REGISTER NL, transport packaging; 3) Organization of the intervention place in case occurrence of HAZMAT (access point, checkpoint /warm zone/, dangerous zone /hot zone/, decontamination place, rear place /warm zone/); specifics of intervention in the presence of radioactive substances RaL (danger and safety zone); activity procedure; 4) Activities in cold zone, hot zone, decontamination place, rear place - characteristics of activities conditions for activity in hot zone - conditions and periods for staying in hot zone, security meating, first responders insurance methods in hot zone, methods of communication between warm zone and first responders in hot zone, specific areas including dangerous gas and powder concentration ( zones 0, 1, 2, 20, 21, 22); activity procedure; 5) Decontamination - division and methods of decontamination; complete and partial decontamination in site of the intervention, simply and basic decontamination; organization of decontamination area - three-stage decontamination; decontamination agents, wastewater after decontamination; decontamination of biological substances B-agents, RaL, CBRN; Group person decontamination; procedures of activities; 6) Danger of ionizing radiation - activity, dose, dose rate, dose equivalent; biological effects of IR; types and properties of radiation - methods of irradiation; activity procedures; radiation accidents; 7) Traffic accidents (DN) on roads - characteristics according to objectives of activities and according to first responders intervention place and their resources, basic tasks of fire brigades, predestination of fire brigades and support points; characteristics of rescue and other steps and recovery steps; issues of LPG, CNG, hybrid vehicles and electric cars; 8) Brinking off from crashed vehicles - survey and its objectives (range of accident, environmental assessment, dangers associated with accident) – real position of fire truck, traffic control, triple fire protection 3xPO, exclusion of initiation sources, safe ensurance of the vehicle and cabin space (airbags) ); brinking off without the use of hydraulic equipment and with the use of hydraulic equipment - depending on the nature of the injury; elimination of the consequences of accident; activity procedure; 9) Accidents with a high number of wounded - characteristics of the intervention, means of public transport, requirements for other rsponders, necessary and follow-up measures at the accident place; classification of a high number of wounded (START, TRIAGE), specifics of intervention on the railway, driven and towed railway vehicles, intervention under traction line; 10) Human rescue - characteristics and division according to the place and position of rescued, concepts of rescue and evacuation, factors influencing rescue, stress and its effects, adaptation, rescuer's behavior; 11) Human Rescue from above - primary and secondary rescue, priority direction of rescue; secondary rescue procedures (climbing technique - pulling out and lowering, using of special high-altitude technique, rescue jumping mattresses), duration, danger characteristics of secondary rescue (hazard for affected and damaged); activity procedures; 12) Human rescue from landslides and demolition - characteristics and hazards with regard to the types of landslides; survey (sources of hazard - stability of structures, disconnection of EL, water, gas), necessary steps - division of the place of intervention; professional assistance at the place of intervention (structural engineer, cynologist, rescue services), procedures of searching for (marking according to the INSARAG methodology), procedures for human rescue; 13) INSARAG methodology; USAR teams
