Subject aims expressed by acquired skills and competences

To know and to use adequately basic terminology in hazard science and risk management, including overlaps with environment. To understand hazard as a source of risk, to understand steps and principles of hazard and risk management. To employ actively the knowledge of various hazards and risk types and various modes of their assessment, including uncertainties. To know hazard and risk relations in society, to identify key stakeholders and their positions.

1. Hazard and risk as an inherent part of life of individual people and society 2. Terminology in hazard and risk, concepts in work safety, environment, process safety, disaster risk reduction, their overlaps and differences. 3. Process of hazard/danger flux, model MADS 4. Deterministic a probabilistic risk concepts 5. Stakeholders in risk management in the framework of HSE and their relations - risk owners, risk bearers, regulator, risk managers. Regulation enforcement. 6. Hazard, danger - types and properties, hazards of material objects, hazardous situations, hazards identification. 7. Hazard and danger as intensive and extensive parameters, endangered targets, main hazard types in HSE. 8. Danger materialization scenarios, their selection and adequate for risk management. 9. Uncertainty problems in the process of hazard/risk identification: known/known threats, known/unknown threats, unknown/unknown threats. Black swam concept of Taleb. 10. Risk management goals in various risk conditions as societal decision. 11. Identification of incident impacts and their quantification and assessment. Problem of impacts harmonization from the point of view of enterprise/society priorities. 12. Ways of uncertainty expression - probability, frequency, other methods. 13. Decision making in HSE management process and related strategies. Risk trade-off, concepts ALARP a ALARA, ethical aspects of HSE, risk communication.

Subject syllabus:

1. Danger and risk as an inherent part of the life of an individual, company and society 2. Hazard and risk terminology; concepts within occupational safety, environmental protection, process safety and disaster risk reduction, their conformity and non-conformity 3. Process of creation and spread of danger, MADS model 4. Deterministic and probabilistic concepts of risk 5. Stakeholders in HSE risk management and their relationships – risk owners, risk bearers, HSE manager, regulator, law enforcement 6. Danger and its types and properties, danger of material objects and situations, method of identifying danger 7. Danger as an intensive and danger as an extensive quantity, possible endangered targets. Main types of hazards within HSE management 8. Scenarios of danger manifestations, their search and selection relevant to risk management 9. Uncertainty issues in hazard and risk identification – known/known threats, known/unknown and unknown/unknown threats. The concept of "blackswam" according to Taleb 10. Definition of risk management objectives in different conditions as a company decision 11. Identification of possible impacts of unwanted events and their quantification and evaluation, Problem of harmonizing impact scales from the perspective of company/society priorities 12. Ways of expressing uncertainty – probability, frequency, other ways 13. Decision-making processes in HSE management and their strategies. Risk trade-off, ALARP and ALARA concepts, HSE ethical issues, Danger and communication.
