Summary
Monitored security concept is focused on the fundamental protected interests, which are life, health and safety of people, property, public welfare, environment, infrastructure and technology for their sustainable development, and also to secure the human system by ensuring that, that the measures implemented to protect a protected interest does not increase the risk of another fundamental interests protected. This means that the environment is reflected in the chosen concept and protected, but it is preferred to life, health and safety of the people. The approach to solving problems is complex, and therefore the security is not only solved the problem of coping with the impact of disasters, ie, emergency situations, accidents, incidents, etc., but the entire chain of command, ie prevention, preparedness, response and recovery, while large emphasis on lessons learned from problem-solving response and recovery after the emergency, and especially for critical situations that cause humanitarian crises. The principle is applied to a strategic, systematic and pro-active approach to global knowledge and professional experience.
Strategic management focuses on long-term sustainability. Its aim is integrity of the system because the system life support services support functions. Considers humans as part of the system, integrating human activities with the protection of the environment and reacts sensitively to the needs of people in an ecosystem context. Each control process is an important part of good and informed decision-making, and therefore should be applied in the management system to create decision support systems, because the decision to the systems are complex and have a multidimensional character.
