This is a matter of state administration and self-administration on all levels, private companies, non-governmental and humanitarian organisations and also of all citizens. It is a case of the process the objective of which is to keep the behaviour of the system within acceptable limits, within which desirable objectives are realized and undesirable manifestations are suppressed.
