Subject aims expressed by acquired skills and competences

The aim of the course is to acquaint students with the problems of communication systems that are used in security practice. Emphasis is placed on understanding the communication environment within the integrated rescue system. Special attention is paid to the issue of radio communication in buildings, which are complicated in terms of radio signal propagation. The content of the course is the issue of electromagnetic radiation, a description of its properties in relation to the transmission of information and the interaction of radiation with the environment, especially in the field of radio waves. Furthermore, the principle of communication within the integrated rescue system and operational centers is explained, the legislative character is given, the signal transmission to complicated buildings is described and a practical view of the issue of radio connection is analyzed.

Summary

The course is devoted in the first part to the issue of radio communication in the integrated rescue system, legislative support, the physical basis and the definition of the communication environment. The second part concerns the signal transmission to buildings, which are complicated in nature in terms of radio signal propagation. The third part of the course is focused on the practical side of communication systems.

The student must complete at least 80 % of teaching in the semester and defend a presentation on a selected topic. Student must prove the acquired knowledge in the final exam.

Subject syllabus:

1. Legislative basis of communication systems – Integrated Rescue System Act, IRS documentation, type activities of IRS units in joint intervention, Czech Telecommunication Office, Act on Electric communications, establishment of operational centers, Act on the Police, Act on Fire Department, Act on Emergency Services. 2. Establishment and introduction of the 112 emergency call in the Czech Republic and the EU, Operations Centers – receiving emergency information, using NIS, handing over emergency information, sending Forces and Resources, communication with commander, communication from intervention place with operation center, IBC Ostrava - origin and present. 3. Communication systems in security forces – Tetra, Tetrapol, communication within the Integrated Rescue System, HZS, PČR, ZZS, JSDH, Other IRS units (MěPO), Security Agencies, specifics within communication systems for individual units. 4. Pegas communication system used for communication of IRS components, FDMA modulation, Pegas system security, distribution of voice and data network services, operational solutions (OCH, TKG), system risks. 5. Frequency band of digital radio network Pegas, definition of network infrastructure and use of terminals, system and non-system connection, network operator, class of services, division of communication layers. 6. Identification of terminals, individual calls, voice functional addressing, conference call, access to the telephone network, group communication – territorial, regional, national, action TKG, call signs, TKG scanning, VePeaWay, emergency communication. 7. Non-system – directive connection of terminals, network monitoring, emergency in DIR, connection via digital IDR converter, interconnection of analog and digital network, data connection in Pegas network, emergency states of the system. 8. Frequency spectrum management – ITU, ETSI, FCC, CTU, World Radiocommunication Conference, distribution of radio spectrum, properties of radio signal and its propagation, electrical signals, description of radio communication chain, multiplexing, signal modulation, 5G networks. 9. Electromagnetic radiation, physical principle, elmag. propagation. radiation with emphasis on radio waves, interaction of radiation with the environment, materials influencing radio signal propagation, permittivity, permeability, relation of wavelength to the size of obstacles in space, Fresnel zone, problems of radio wave propagation in open space, in buildings, inside buildings. 10. The European Emergency Number Association, E-call system, NIS, Search and Rescue SMS, Reverse 112, AML, the Rescue application, GINA, location detection on the operation center, identification of the caller on the operation center, new trends in the field of emergency calling. 11. Radio wave propagation in buildings – dielectric, magnetic and conductive properties of the environment, signal polarization, tunnel constructions and problems of radio signal propagation, large objects and underground spaces - problems of radio signal propagation, attenuation of radio signal when passing through objects, influence of materials and constructions for the propagation of signals in these spaces. 12. Technical solution of equipment for radio signal amplification (RSA), active and passive RSA, principle of use of RSA + structural parts, Typical technical solutions from the point of view of acquisition and operating costs, design and implementation of RSA, connection to legislation, examples of practical installations. 13. Mobile secure platform of the Police, Localization and recording equipment of the Police, communication with the air rescue service, image transmission from a helicopter, AVL, S.I.R.R.E.D
