- You will gain a basic knowledge of public administration in general and in the systemic approach. - You will be able to understand the mechanisms of public administration in general and in our conditions. - On that basis, you will be able to better communicate with public administration institutions.

Summary

The course provides basic knowledge of public administration in general and in CR. Systematic interpretation of the basic functions of law (legislation, respectively. the creation of general legal norms, exercise of state power, including the government, control and justice, the function of specific state institutions). Systemically introduces with institutional, technical personnel and material, documentation, information and financial aspects of public administration and its own activities. Following brings relationship between public administration and tourism (business regulation, public participation in tourism development and the status of tourism in international relations).

Subject syllabus:

1. GENERAL PUBLIC ADMINISTRATION (Public and private, public interest and its application in society. The concept of public administration, public administration in the management of the company. Public administration as part of the public sector and as a branch of the national economy. System approach to public administration. The basic features of the state. Self-government in general and direct democracy. The territorial administration in the country. Types of counties and municipalities in the country.) 2. RULE-MAKING IN PUBLIC ADMINISTRATION (CR constitutional order and the legislative power. The legislation of the CR and legislative technique. Parliament of the CR. The legislative process in the CR. Creation of secondary legislation. The organizational regulations and bulletins.) 3. ORGANIZATION AND OPERATION OF EXECUTIVE POWER (President of the Republic. The Government of the CR. The central government authorities. State administration in the area generally. Detached office administration. Separate regional administrations. State administration under delegated powers. The Czech National Bank and other specific institutions. ) 4. CONTROL AND PERFORMANCE OF JUSTICE (Control in general and in public administration, forms of control. Check parliament questions. Check the government and control of municipalities. The supreme audit office. Ombudsman institution. Judicial power in general. Constitutional justice. Administrative justice. The general courts, prosecution. Normative and realistic picture of public administration, crimes and misdemeanors.) 5. INSTITUTIONAL ARRANGEMENTS AND PERSONNEL PUBLIC (Institutions of public administration, their organizational components and functional space. Substantive scope, territorial and functional. Personnel issues of public administration, filling administrative positions. Officials and other public service employees. Activities in public administration.) 6. MATERIAL TECHNICAL AND ECONOMIC ELEMENTS OF PUBLIC ADMINISTRATION (Material and technical support in general. Buildings and workplaces. Traffic. Material and technical supply. The cost of collection. Financing. Efficiency.) 7. INFORMATION AND DOCUMENTATION IN PUBLIC ADMINISTRATION (Main types of documents in the collection. Official books and records. Document management. Archival. Information in general. Information files and information systems. Electronization stages. PA announcements to the public.) 8. PUBLIC ADMINISTRATION AND REGULATION OF ENTREPRENEURSHIP IN TOURISM (Regulatory functions of public administration in general. The regulation of business. Specifics of business in tourism. The regulation of business in tourism.) 9. PUBLIC PARTICIPATION IN DEVELOPMENT OF TOURISM (concept and strategy of the state in tourism. The financial and organizational arrangements of the state in relation to tourism. The effect of local government in tourism. The financial and organizational arrangements of local government in relation to tourism.) 10. PUBLIC ADMINISTRATION, TOURISM AND INTERNATIONAL RELATIONS (Sovereignty and international relations. Contemporary international law. Diplomatic and consular relations. International institutions. European integration and its institutions. The international non-governmental organizations. Transnational - supranational bodies.)
