Subject aims expressed by acquired skills and competences

The aim is to equip students abilities: Categorise and Formulate arguments for exercise actual access to regional policy. Modify and Assembler of older always valid and new innovation and creativity objects of regional policy. Prepare and create of types of problems and competitiveness regions. Generate and Invent of main parts strategic progress for concrete situation. Explain and Set up of roles concrete institutions in regional policy. Plan, integrate and manage other necessary steps in the programming of regional policy.

Summary

To meet knowledge about political-institutional approaches and mechanisms of regional policy in the form of lectures elaborates relevant concepts and definitions for the prominence of objects, methods and processes of economic policy, systematize the general design approaches and tools in terms of their positive and negative impacts on the targeted actors or developing regions of the assumptions and explains the main political and managerial roles and tasks of selected institutions of regional policy in the Czech Republic and the European Union. Seminars allow you to authenticate through a discussion of general concepts and interpretation of the experience gained from the literature and practice. A separate output seminary students is specified in the content structure, process and present contribution of Czech or international conference focusing on regional development, creating their own conclusions and professional involvement in discussions in seminars.

Subject syllabus:

1. Východiska regionální politiky (RP): - Pojem region v teoriích a v praxi, skupiny aktérů v prostoru. - Procesy splývání hlavních cílů, změny v provádění a pilíře strategie RP. 2. Vymezení a ekonomické argumenty používání RP - Definice: obecná, česká, britská, rakouská a jejich zhodnocení. - Zdůvodnění regionálně-politických zásahů (ekonomické, sociální a ekologické). 3. Koncepce strategií RP: východiska, předpoklady a praktické využití - Strategie orientovaná na mobilitu: Neoklasický přístup a keynesiánský přístup:. - Endogenní strategie: Technologická a inovační orientace. - Koncepce „učících se regionů“ a „utváření místa“ (podle Glaser). - Selektivnost v RP: Konkurenceschopná a pojišťovací. 4. Regionální ekonomické intervence - Klasické, věcné členění (podle Vanhove, Klaassen) . - Podle druhu vlivu, cílových adresátů a typu činnosti (podle Maier, Tödtling) - Regionální programy: v rámci RP a odvětvových politik v ČR. 5. Institucionální zajištění regionální politiky v ČR: národní a regionální - Programové regionální dokumenty: EU a ČR: výčet, obsah a úloha. - Sedm principů pravidla RP: jejich účinnost při rozvoji. 6. Objekty regionálních intervencí - Inovace, klastry, role měst v regionu, destinační management - Přímé zahraniční investice, IKT a marketing v regionální politice. - Regionální aspekty jistých změn a nové přístupy k managementu.
