Subject aims expressed by acquired skills and competences

After completing the course, students will be able to: • explain the theoretical basis of economic instruments for environmental policy problems of their practical applications and their advantages in comparison with quantitative tools of regulation, • summarize the criteria and methods for deciding on the optimal use of the basic features of the environment, • clarify the nature of the concept of sustainable development and interrelationship of environmental, social and economic development, • define the limits of environmental economics and alternative approaches to the use of natural resources and sustainable development, • justify institutional development as a prerequisite to sustainable development, • identify positive and negative impacts of globalization on the environment and sustainable development.

Summary

A brief history of economic theory and the integration of environmental considerations into economic theory. Key milestones and starting the formation of environmental economics and sustainable development concept. Modelling aspects of sustainability in the context of the theory of economic growth. Environmental economics as a theoretical basis for the formation of environmental policy - development of the system of economic instruments for environmental protection and distribution effects. Development of methods for deciding on the optimal use of essential environmental functions (methods of valuation of environmental goods , optimization and decision-making methods) . Problems discounting, and uncertainty. Limits of Environmental Economics and alternatively approaches and theoretical concepts (ecological economics and institutional economics, etc.). The process of globalization and its impacts (positive, negative) on the main areas of sustainable development. Institutional development as a prerequisite to sustainable development.

Subject syllabus:

Předmět zaměřen na hlavní směry rozvoje environmentální ekonomie v současném období, především na následující témata: • perspektivy a limity environmentální ekonomie, altemativni přístupy a teoretické koncepce, • vzájemně vztahy environmentálního, sociálního a ekonomického rozvoje, institucionální rozvoj jako předpoklad a součást udržitelného rozvoje, • probíhající proces globalizace z hlediska jeho dopadů (pozitivních, negativnich) na hlavní oblasti udržitelného rozvoje, • rozvoj a aplikace metod optimalizace a rozhodování o optimálním využívání základních environmentálních funkci (metody oceňování environmentálních statků, optimalizační a rozhodovací metody), • rozvoj soustavy metod a nástrojů pro potřeby environmentálního managementu pro jednotlivé oblasti a úrovně řízení pro udržitelné využívání prostředí, • rozvoj metod pro kvantifikaci cílů environmentální politiky pro udržitelný rozvoj (indikátory udržitelnosti, environmentální účetnictví. atd.), - problémy/limity aplikace metod optimalizace a rozhodování o optimálním využívání základních funkcí životního prostředí.
