Subject aims expressed by acquired skills and competences
- identify and interpret basic legal institutions of administration law,
- list the basic laws of administration law,
- recognize administration bodies,
- explain the basic concepts of administration law,
- collect the system of proceedings by administrative bodies,
- categorize subjects administration law,
- assess the legal administration law regulations,
- conclude system of state administration bodies,
- define the relationship between state and local administration, including the control system and essentials of punitive part of administration law.

Summary
To present students a widespread, not codified section of our legal system,
which provides rights and duties of natural and legal persons in public
administration, mainly to explain basic terms of that law in general, explain
legal adaptation of all parts of public administration, including law of
administration proceedings, the problematic of proceedings by administrative
bodies, as well as the system of state administration bodies, the relationship between state and local administration, including the control system and essentials of punitive part of administration law.

Subject syllabus:
1. The term Administration Law (further AL) and its characteristics
- Administration law system and its relation with other legal fields.
Public administration – characteristics. Sources and norms of AL. Subjects of AL and legal relations..
2. Public administration organization
- Characteristics of public administration systems. Central authorities of public administration, their structure, central administration and regional administration. Special interest self-government. Municipality, Region, Regional Office.
3. Public administration activities and its controlling
- Public administration function, methods of operation. Legal frame of public administration. System and controlling of public administration.
4. State and regional self-governments‘ responsibility for damages. Public rights protector.
- Responsibility conditions. Illegal decisions. Improper authoritative process. The means and range of compensation for damage. Protector´s operation and his activities.
5. Administrative process I
- Procedural legal issue in public administration. Rules of administrative process. administration regulation. Administration process´ subjects. Administration process – opening, particular steps of process, investigation of basic documents needed for decision making.
6. Administrative process II
- Administrative decision and its requirements. Appellate review. Execution of administrative decision. Administrative fees.
7. Administrative justice
- Administrative justice. Administrative justice in civil court rule. Decisions on actions. Decision on legal remedies against administration authorities´ decision.
8. Introduction to criminal administration law
- Basic characteristics. Administrative-legal responsibility for violations. Legal symbols of violation. Particular groups of violation. Rules of violation´s administration. Penalties for violation. Administrative-legal responsibility for so called other administration violations.
9. Building control and its administration.
- Building administration’s organization and structure. Regional planning, regional administration. Building approval. Buildings removing. Expropriation. Administration delicts against building regulation.
10. Internal administration
- Administration of personal status of inhabitants (weddings, death, divorce etc.). Archiving. Associating rights and right of assembly. Other issues.
11. Licensing administration. Trade administration. Trade licensing´s subjects. Consumer´s protection. Czech Trade Inspection.
12. Real Estate Register administration
- Real Estate Register legal regulation. Characteristics. Property rights and rights to other real properties.
13 + 14. Selected fields of public administration
- Education and culture. Transport and telecommunication. Environment, Nature. Employment etc.
