Subject aims expressed by acquired skills and competences

- identify and interpret basic legal institutions of administration law, - list the basic laws of administration law, - recognize administration bodies, - explain the basic concepts of administration law, - collect the system of proceedings by administrative bodies, - categorize subjects administration law, - assess the legal administration law regulations, - conclude system of state administration bodies, - define the relationship between state and local administration, including the control system and essentials of punitive part of administration law.

Summary

To present students a widespread, not codified section of our legal system, which provides rights and duties of natural and legal persons in public administration, mainly to explain basic terms of that law in general, explain legal adaptation of all parts of public administration, including law of administration proceedings, the problematic of proceedings by administrative bodies, as well as the system of state administration bodies, the relationship between state and local administration, including the control system and essentials of punitive part of administration law.

Sources and norms of administration law. Subjects of administration law and legal relations. 3. Public administration organization. Characteristics of public administration systems. Central authorities of public administration, their structure, central administration and regional administration. Special interest self-government. Municipality, Region, Regional Office. 4. Public administration activities and its controlling. Public administration function, methods of operation. Legal frame of public administration. System and controlling of public administration. 5. State and regional self-governments‘ responsibility for damages. Public rights protector. Responsibility conditions. Illegal decisions. Improper authoritative process. The means and range of compensation for damage. Protector´s operation and his activities. 6. Administrative process I. Procedural legal issue in public administration. Rules of administrative process. administration regulation. Administration process´ subjects. Administration process – opening, particular steps of process, investigation of basic documents needed for decision making. 7. Administrative process II. Administrative decision and its requirements.
