Subject aims expressed by acquired skills and competences
You will know how:
• to identify the subjects participating on operation and development of the technical infrastructure,
• to characterize the theoretical and practical aspects of the technical infrastructure,
• to describe the models of the technical infrastructure management, their fundamentals and general principles of management.
You will be able:
• to evaluate the role of public administration in the technical infrastructure management,
• to clarify the possibilities of regulation of natural monopoly on the field of technical infrastructure,
• to apply the obtained knowledge to the case studies of companies and organizations operating technical infrastructure.
You will gain:
• the information on the financing, costs and material-technical provision of the technical infrastructure,
• the basic information on administration and organizations providing the operation and development of the infrastructure equipment,
• the view of the conception of technical infrastructure development as a part of territory development.
Teaching methods
Summary
Subject deals mainly with the theoretical and practical aspects of technical
infrastrucutre. It explains specifics of price creation, management
and financing. In the course there are also descript instruments and current
state policy in that field.

Subject syllabus:
1. Členění technické infrastruktury. Základní pojmy, kritéria a jejich
aplikace na infrastrukturní systémy. Řízení technické infrastruktury, vztah
veřejné správy k řízení.
2. Koncepce fungování a rozvoje technické infrastruktury jako součást
rozvoje území. Odvětvové (oborové) rozvojové koncepce, podnikové rozvojové
koncepce. Zadávání veřejných zakázek.
3. Územní plánování, podstata a cíle ve vztahu k technické
infrastruktuře. Nástroje územního plánování, ekonomika v územním plánování.
4. Základy ekonomiky technické infrastruktury. Ekonomická nehomogennost technické infrastruktury, společné znaky (síťový charakter, veřejný zájem ââ‚?¦), převažující procesy, adresnost služeb, charakter hospodaření.
5. Teorie poptávky a její aplikace v odvětvích technické infrastruktury.
Odvozená poptávka, faktory působící na poptávkové funkce v odvětvích technické
infrastruktury.
6. Nabídka služeb technické infrastruktury, charakteristika nabídky,
faktory ovlivňující nabídkové funkce. Rozdíl mezi nabídkovou funkcí výrobního a
infrastrukturního podniku.
7. Náklady v technické infrastruktuře. Jejich vztah k užitku, klasické
členění, průběh nákladů. Manažerské pojetí nákladů.Výnosy.
8. Externí náklady v odvětvích technické infrastruktury, jejich povaha.
Externality peněžní a technologické. Náklady uživatelů technické infrastruktury.
9. Ceny, cenová dostupnost infrastrukturních služeb, tvorba cen na
principu sociálním, nákladovém, poptávkovém. Vícesložkové ceny. Dotace k cenám, křížové dotace.
10. Modely řízení technické infrastruktury. Obecné zásady řízení; modely
smíšené a oddělené ââ‚?“ jejich podstata, výhody a nevýhody, členění.
11. Atributy trhu služeb technické infrastruktury. Tržní konkurence a
její typy, tržní struktura, jednání jednotlivých účastníků trhu.
12. Vliv přirozeného monopolu a jeho kompenzace v oblasti technické
infrastruktury, zaměření regulace přirozeného monopolu, mechanismy k potlačení monopolního chování.
13. Finanční management podniků a organizací technické infrastruktury.
Finanční plánování a hospodaření, podnikový kapitál, analýza bodu zvratu a zisk.
14. Bilance, oběžná a fixní aktiva, hospodářský výsledek (výsledovka),
peněžní toky, finanční analýza. Finanční zdroje podniků a organizací technické
infrastruktury.
