Subject aims expressed by acquired skills and competences
You will know:
• to specify conceptions from the field of decision-making and the management in the public sector,
• to assess factors influencing the size and the structure of the public sector in present mixed economies,
• to range the concrete public service to defined blocks of public needs,
• to judge the efficiency of the public service by exact methods.
You will be able:
• to ascertain which from the proposed options of public projects is optimal,
• to decide about the realisation based on this ascertainment,
• to appraise conditions for the implementation of public procurements and concession contracts in the Czech Republic including cooperation between the public and private sector,
• to apply theoretical approaches from the area of donations and public subsidies to municipal authorities budgets,
• to decide for the efficient way of the positive and negative externalities regulation.
You will gain:
• the overview in the area of decision-making and the management in the public sector, mainly in its differences from the public sector,
• the knowledge about the best option choice for the implementation of the public expenditure program or project, mainly with the aid of input-output methods (CMA,CBA, CEA,CUA),
• the ability to form concrete areas and decision-making methods during the analyse of the efficiency of public sector including necessary compromise between the efficiency and equity that is usual for decision-making in the public sector.
Teaching methods
Summary
The aim of the course is to create experiences and knowledge of the subject
Economics of Public Sector. It specify main segments of public sector with the
special attention on the decision of the allocation of public expenditures. It
also describes some economic aspects of transformation of the public sector in
Czech Republic. The financing is not only the thing which is very important,
but also effective and rational decision within public sector.

1. Úvod do tématu.
1.1 Vymezení pojmu veřejný sektor.
1.2 Veřejný sektor, veřejný zájem a veřejná správa.
1.3 Vliv centralizace a decentralizace na rozhodování ve veřejném
sektoru.
2. Veřejné výdaje jako nástroj rozhodování ve veřejném sektoru.
2.1 Vnitřní a vnější faktory efektivnosti ve veřejném sektoru.
2.2 Členění a struktura veřejných výdajů, příčiny (teorie) jejich růstu.
2.3 Analýza veřejných výdajů, hodnocení projektů, typy nákladů a užitků.
3. Teorie veřejné volby.
3.1 Východiska a základní vztahy při rozhodování ve veřejném sektoru.
3.2 Nástroje veřejné volby a jejich vliv na efektivnost výběru.
3.3 Základní většinová pravidla a alternativní volební systémy.
4. Teorie potřeb ve veřejném sektoru.
4.1 Rozbor kategorie potřeb.
4.2 Vztah finálních společenských potřeb a veřejný sektor.
4.3 Využití kategorie lidského potenciálu pro objektivizaci potřeb.
5. Rozhodování o velikost a struktuře veřejného sektoru.
5.1 Mikroekonomické a makroekonomické faktory.
5.2 Toky důchodů, toky faktorů a produktů.
