Subject aims expressed by acquired skills and competences

The aim of the course is to provide students with an overview of the digital economy, digital governance, eParticipation and the smart city concept. - students will become familiar with digital tools used to involve citizens in decision-making in public administration, - they will acquire skills on how to apply tools for public administration communication with citizens, use citizens' internet voting, - learn to apply the tools of strategic analysis when planning the development of the municipality - gain knowledge about the functioning of smart cities and the role of ICT in this concept

Summary

Digitization is an integral part of today's times. It significantly affects the functioning of the state, municipalities and public institutions and changes the requirements for citizens' knowledge and skills. Public sector fields such as state administration, local administration, transport, healthcare, education or culture are affected by the digital transformation. The Internet, social networks and mobile applications are becoming an indispensable part of every member of the digital society.

Subject syllabus:

1. Global Digital Governance: Global Citizenship and Digital Governance, Integrating Technology, Politics and Public Administration. 2. eParticipation: Democratic principles, definitions of terms, citizen participation, ICT involvement. 3. Electronic voting: methods of collective decision-making, direct, indirect public decision-making, systems of representative democracy, types of elections, involvement of ICT, eVoting. 4. Models of participation: International regulation, political and civil participation, public participation, pillars of eParticipation. 5. Measuring and evaluating eParticipation: country, EU and UN approaches, inspiring countries, good practice. 6. Client-oriented public administration: Pro-client public administration website, digital gateways, portal solutions, website accessibility. 7. eParticipation tools: websites, blogs, chats, electronic voting, opinion polls, questionnaires, polls, discussion forums, comments, online referendums and ePetitions. 8. Participatory budgeting: participatory democracy, participatory budgeting, principles and principles, use of electronic tools, examples of implementation in the Czech Republic. 9. Promotion and communication in public services: Communication between the city and citizens, communication tools, citizens' internet voting. 10. Services of cities, municipalities and regions: smart energy and services, eTransport, eCulture, eEducation, eHealth. 11. Smart city: Economic and managerial side, concept and levels of smart city, ICT in smart city and its role. 12. Strategic management in public administration: Strategic cycle, public administration actors, legislative framework, strategic management in the Czech Republic. 13. Strategic analysis tools: Strategic city development plan, PESTLE analysis, SWOT analysis, stakeholder analysis.
