Subject aims expressed by acquired skills and competences
You will know how:
• to define housing in the light of classification and housing segments and character of the good,
• to characterize the basic terms and criteria of the infrastructure systems,
• to compare the historical development of the social and urban theories on the field of housing and infrastructure.
You will be able:
• to classify the economical fundamentals of the rent, its development and regulation,
• to analyze the state and municipal housing policy,
• to specify the several principles of creation of the infrastructure service prices.
You will gain:
• the view of the general principles of management of the housing market and technical infrastructure services,
• continual knowledge in the theoretical and practical aspects of housing and technical infrastructure,
• information on the fundamentals and objectives of urban planning in the relation to housing and technical infrastructure.

Summary
Subject deals mainly with the theoretical and practical aspects of housing and
technical infrastrucutre. It explains specifics of price creation, management
and financing. In the course there are also descript instruments and current
state policy in that field.

Subject syllabus:
1. Ekonomická a sociální podstata bydlení
- definice bydlení, hlediska členění bydlení, segmenty bydlení, charakter
statku
2. Sociální a urbanistické teorie v oblasti bydlení
- historický vývoj teorií, klasický a neoklasický přístup k řešení otázek
souvisejících s bydlením
3. Modely bytových systémů
- tržní bytové modely, administrativně přídělový přerozdělovací model.
4. Státní a obecní bytová politika
- cíle, metody a nástroje, vývoj od roku 1990, úkoly obcí v péči o bytový
fond,
management, výkonové ukazatelé v ČR a zahraničí
5. Nájemné
- ekonomická podstata nájemného, vývoj a druhy nájemného, regulace nájemného a
jeho ekonomické důsledky
6. Služby spojené s užíváním bytu
- ceny služeb, způsob jejich rozúčtování
7. Členění technické infrastruktury
- základní pojmy, kritéria a jejich aplikace na infrastrukturní systémy,
řízení
technické infrastruktury, vztah veřejné správy k řízení.
8 . Koncepce fungování a rozvoje technické infrastruktury jako součást rozvoje
území.
- odvětvové (oborové) rozvojové koncepce, podnikové rozvojové koncepce,
zadávání veřejných zakázek.
9. Územní plánování
- podstata a cíle ve vztahu k technické infrastruktuře, nástroje územního
plánování, ekonomika v územním plánování.
10. Základy ekonomiky technické infrastruktury.
- ekonomická nehomogennost technické infrastruktury, společné znaky (síťový
charakter, veřejný zájem ?), převažující procesy, adresnost služeb, charakter
hospodaření.
11. Ceny, cenová dostupnost infrastrukturních služeb
- tvorba cen na principu sociálním, nákladovém, poptávkovém, vícesložkové
ceny.

12. Modely řízení technické infrastruktury.
- obecné zásady řízení; modely smíšené a oddělené, jejich podstata, výhody a
nevýhody, členění.
13. Atributy trhu služeb technické infrastruktury.
- tržní konkurence a její typy, tržní struktura, jednání jednotlivých
účastníků
trhu.
14. Vliv přirozeného monopolu a jeho kompenzace v oblasti technické
infrastruktury, zaměření regulace přirozeného monopolu, mechanismy k potlačení
monopolního chování.
