Subject aims expressed by acquired skills and competences

You will know how: • to identify the branches of defence and security in the light of micro and macro economical aspects, • to define the particular segments of the resort in the light of its position in providing the defence and security, • characterize the state policies and strategies in the field of defensive, security and rescue system of the Czech Republic. You will be able: • to specify the security policy and the structure of the security system of the Czech Republic in details, • to describe the position of defensive and security forces within the international treaties, • to analyze the effectiveness of the exploitation of the economic resources in the providing of the state defence. You will gain: • the ability to apply the theoretical knowledge and practical skills in the relation to the economic instruments usable for the current practice, • the view of the economic issue and structure of the defence, security and rescue system of the Czech Republic, • knowledge both in the historical aspects of the relation among policy, economics and national defence, and the prognosis of the future development.

Summary

This subject is a follow-up to subjects of Public Economy and Public Administration, Economics of the Public Sector, Systems of Public Administration within EU, Public Finance A and broadens discussion about actual problems in the field of defense economy, security and public order in the Czech Republic and some EU countries. It is focused on security policies, economy, and dfficiency and management of armed forces (Armed Forces of the Czech Republic, Police Forces of the Czech Republic, Czech Fire and Rescue Brigade and Civil Protection).

Subject syllabus:

1. Security Policy of the Czech Republic - Security Strategy of the Czech Republic; Principles of the Security Policy of the Czech Republic, interest and environment; Security interests promotion strategy 2. State, security and armed forces - State, its functions and organization; Institution of the State and its sector organizations; function of the external security and defense of the state; Defense sector specifics; Armed forces, General definition of Armed Forces; Armed Forces from the language and legislative perspective 3. Production possibility frontier and defense - Resources allocation and its effectiveness 4. The effectiveness of the usage of economic resources during assurance of the state defense – growth of economic needs of the national defense and the problem of their satisfaction; Marketing - an instrument of control and efficiency during utilization of economic resources and assets of defense 5. Economy of alliances 6. The Armed Forces, compulsory service and the professionalization of the armed forces - armed forces and general service; Armed forces models, Compulsory service - structure and its exercise; General service liability in the Czech Republic; Armed forces administrative and command structure; Ministry Defense human resourcing policy; Professionalization of the armed forces 7.
