Subject aims expressed by acquired skills and competences

Graduates will gain knowledge of: - bases and forms of public administration; - organizational and personal dimensions of public administration; - territorial scope of public administration; - importance and functions of state administration and local self-government; - selected subsystem of public administration - personnel security, control and eGovernment.

Summary

Scope of Public Administration and is designed for students of Public Economics and Administration, and other fields of economic specialization. Teaching is divided into three sections. The first chapters are dedicated to the subject of public administration and its study from the perspective of multiple disciplines - economics, law, geography, sociology, and the state and state power. The second chapter deals with the organization, responsibilities and tasks of state and local governments. The third and last chapters are dedicated to control in public administration, personnel in public administration and eGovernment.

Subject syllabus:

1. Introduction to Public Administration - basic terms and relationships. 2. The State and Public Administration – the Constitution, forms of State and Government. 3. The Legislative Power, the Executive Power, the Judical Power, legislative process. 4. Territorial Arrangement of the Czech Republic. – Territorial Powers of Public Administration. 5. The Organizational structure and Principles of Public Administration. 6. The Public Administration Systém Public Administration – State Administration and Self-Governing. 7. The State Administration – competence, organization and goals. 8. Territorial Self-Governing - competence, organization and goals. 9. The People and their Status in Public Administration. 10. The Control Systém and Mechanism in Public Administration – profesional and lay control. 11. Objectives and Tasks of Information in Public Administration. 12. eGovernment - development, tools, forms and objectives of eGovernance.
