Subject aims expressed by acquired skills and competences

You will know: • to characterize and identify various area of the public sector, • to define institutional, legislative and documentary aspects, • to define the role of the public sector within the national economy. You will be able to: • assess the position of individual sectors within the national economy, • identify entities involved in the provision of public sector services, • assess the microeconomic and macroeconomic contexts and the rational functioning of selected sectors of the public sector. You will get: • knowledge of the public-sector structures, • knowledge of the public-sector financing from both private and public sources, • comprehensive overview of the private and public-sector economics in various sectors.

Summary

The subject is focused on gaining of core and comprehensive knowledge, skills in public sector area. It focuses on basics of the basic theoretical elements of the existence of the public sector as well as to type and securing outputs of public sector. Increased attention is paid to positive prerequisites functioning and mission of selected public-sector segments within the concept of the public sector, public goods, its organizing, financing and the relationship of public and private sector.

Subject syllabus:

1. The theoretical basis of the public sector and its position within the national economy. Definition and segmentation of the public sector within the national economy according to CZ-COFOG (Classification of the Functions of Government) and CZ-NACE (Classification of institutional sectors and sub sectors). 2. Structure and characteristics of public goods (products and services). Classification, provision (guarantees) and production of public services. The terms and conditions of public and private sector collaboration. 3. Characteristics of economic and legal forms of organizations providing public goods at state, regional and municipal level. 4. Public goods financing models and specifics of public goods financing. Resources and instruments for financing of public goods at the level of state, regional and municipal level. 5. Defense (public policy, management, economy and organization, produced goods, public-private relationship). 6. Public Order & Security (public policy, management, economy and organization, produced goods, public-private relationship). 7. Justice and Prison Services (public policy, management, economy and organization, produced goods, public-private relationship). 8. Transport & Energy (public policy, management, economy and organization, produced goods, public-private relationship). 9. Agriculture (public policy, management, economy and organization, produced goods, public-private relationship). 10. Environment, waste management and water supply (public policy, management, economy and organization, produced goods, public-private relationship). 11. Housing (public policy, management, economy and organization, produced goods, public-private relationship). 12.
