Subject aims expressed by acquired skills and competences

You will be able to: - Describe trends in the development of public administration in the EU, European administrative space, actors and principles of European administrative space, institutional structure of EU, traditional model of public administration. - Analyse the Anglo-Saxon, Continental, Scandinavian, Mediterranean, Eastern European, South-Eastern and Baltic Administrative Systems, public administration of the Visegrad Group countries. - Compare EU and EU competences, state service systems in EU countries, models of local government, structure of territorial self-government in EU countries, approaches of EU countries to decentralization of public administration. - Assess the main features of public administration in EU countries, the EU budget, the activities of international institutions in public administration.

Summary

Předmět je zaměřen na aktuální otázky veřejné správy v zemích EU. Studenti získají přehled o principech, zásadách a probíhajících reformách veřejné správy, tendenci vývoje jednotlivých evropských správních systémů, hlavních charakteristických rysech systémů veřejné správy se zaměřením na anglosaský, kontinentální, skandinávský, středomořský a východoevropský model, o politickém uspořádání, orgánech veřejné moci, o systému státní služby, místní správě a decentralizaci veřejné správy v jednotlivých zemích.

Subject syllabus:

1. Historical overview of public administration, developmental tendencies and formation of public administration systems, formation of ideas about democratic conception of public administration. 2. Place of public administration in the modern European state, signs of states, constitutional arrangement and legislation of EU countries, European administrative law. 3. Institutional structure of the EU, activity and position of the key triangle (European Commission, European Council, European Parliament), other institutions, EU budget and EU institutions financing. 4. European administrative space, principles and principles of European public administration, ENP actors, EU and EU competences, comparative aspects and models of public administration in EU countries, traditional model of public administration. 5. Civil service systems in EU countries - principles, civil service legislation, models of EU civil service, service bodies, training of EU officials. 6. Local administration in EU countries, types, models and structure of local government, actors, competence of local governments, importance of decentralisation, financing of local government in EU countries. 7. Anglo-Saxon system of public administration, characteristics and main features of the system, administrative system of the United Kingdom, public authorities, specifics, local administration. 8. Continental administrative system - characteristics and main features, public administration and public authorities using the example of France, Germany, Austria, Belgium, local government. 9. Scandinavian system of public administration, characteristics and main features of the administrative system, public administration in Sweden and Finland, public authorities, territorial administration and local government. 10. Public administration in countries of Mediterranean tradition, main features of administrative system, public administration of Spain, Portugal, Greece, structure of territorial self-government. 11. Public administration in the Visegrad Four countries, characteristics and main features, public administration and public authorities in the Czech Republic, Slovakia, Poland, Hungary, structure of territorial self-government. 12. Public administration in the Baltic states (Lithuania, Latvia and Estonia), main features of the administrative system, public authorities, territorial administrative division. 13. Public administration in the countries of the South-East model of public administration, characteristics of the administrative system, public administration in Romania and Bulgaria, territorial administration, local administrative system. 14.
