Students specific knowledge and skills: - to knowledge of health economy, social insurance (security) education; - to evaluate redistribution and location processes in health care, social security (education) education; - to evaluate and propose institutional and material resources of selected segments - health, social insurance and education.

Summary

The Subject deals with the institutional and economic aspects and functions of selected public sector segments - health, social insurance and education within the economic system. Special attention is paid to the economic evaluation of the benefits of health care, redistribution processes according to social security programs and the economic and organizational insurance of individual levels of the educational system in the Czech Republic.

Subject syllabus:

1. Introduction to economics of selected the public sector segments. The healthcare as part of the national economy. Types and forms of health care. Health services. Approaches to the perception of the right to health. The Role of the State in Health Policy. 2. Characteristics of the market and goods in healthcare. Reasons for State Interventions in Health Care. Sources and methods of financing the health service. Payment Order for a given year. DRG system. 3. Institutional health care provision. The reform of the health care sector since 1989. Current problems of the health sector. 4. Economic evaluation of the benefits of health services. Equality, affordability and efficiency of healthcare. Basic methods of economic analysis. Characteristics of multi-criteria methods applied to health care. 5. Purpose, function, principles and effects of social security. The structure of risks, the nature of social events and the purpose of social protection. Promoting living standards, reducing inequalities, social integration. 6. Age, disability, and death programs. Construction of old-age pensions, disability pensions and survivors pensions in the Czech Republic. Dynamics of pensions. 7. Disease security programs. Design of security programs in the Czech Republic. Construction of benefits in the Czech Republic. 8. Security programs in the state of material need. A program to help people with disabilities and a program to help people dependent on the care of another person in the Czech Republic. Resources and tools for financing social services. 9. Family and children security programs. Construction of state social support benefits. Unemployment insurance programs. Employee protection against employer's insolvency. 10. The social and economic context of education. Functions and effects of education. Factors affecting education expenditure. Educational system in the Czech Republic. Financial and human investment in education. Comparison of the Czech Republic with the EU and OECD countries. 11. Administration, founders and legal form of schools in the "regional education" of the Czech Republic. Economic nature, structure and sources of expenditures, influence of supply and demand factors on public and private expenditure, and public subsidies to households in education. 12. Principles of financing non-investment and investment expenditures in "regional education" in the Czech Republic. Main and secondary activities of organizations working in education. Normative and program funding, normative design according to the type of the founder of schools and school facilities. 13. Administration, management, structure, legal forms and funding of higher education in the Czech Republic. Public, state, private and foreign higher education institutions in the Czech Republic. 14. The Economics of Higher Education Institutions in the Czech Republic. Revenues and expenditures, costs and revenues, budget structure and state subsidy to higher education in the Czech Republic. Assets, resources, funds, remuneration and education payments.
