Subject aims expressed by acquired skills and competences

Knowledge – you will be able to: - define the concepts of decision making and management in the public sector, - evaluate the factors influencing the size and structure of public sector in today's mixed economies, - include a specific public service into a set of blocks of public goods - assess the effectiveness of selected public services by exact methods. Skills – you will be able to: - determine, which of the proposed options is optimal for public projects - decide on the implementation on the basis of these findings, - evaluate conditions in the Czech Republic for implementation of public procurement and concession contracts, including public-private partnership, - apply theoretical approaches in area of subsidies and public aids on budgets of local governments, - decide for an effective way to regulate positive and negative externalities. Habits - you get: - overview in area of decision making and management in the public sector, especially in their differences from the private sector - knowledge about choosing the best option to implement a public expenditure program or project, especially with the input-output methods (CMA, CBA, CEA, CUA), - the ability to form specific area and the decision-making methods, in analyzing efficiency of the public sector, including the necessary compromise between efficiency and equity, which is usual for decision-making in the public sector.

Summary

The aim of the course is to create experiences and knowledge of the subject Economics of Public Sector. It specify main segments of public sector with the special attention on the decision of the allocation of public expenditures. It also describes some economic aspects of transformation of the public sector in Czech Republic. The financing is not only the thing which is very important, but also effective and rational decision within public sector.

Subject syllabus:

1. The essence of decision making and management in the public sector. 2. The concept of the public sector, causes of its existence, public policy, standardization of public services. 3. Application of the theory of public expenditures as an instrument for decision making, the input-output methods. 4. The size of the public sector, public-private partnership (PPP). 5. Application of the needs theory to decision making in the public sector. 6. Application of the public choice theory, the role of government in the public sector. 7. Application of the decision theory in the public sector (equality, equity, efficiency). 8. Application of the decision theory in the public sector (the social optimum, the social benefits). 9. Decision making under risk and uncertainty (stochastic method). 10. Macroeconomic aspects of public sector, flows of revenues, expenditures and products. 11. Application of the theory of externalities in the public sector. 12. Application of the theory of subsidies. 13. Current issues of contemporary public sector in the Czech Republic.
