Subject aims expressed by acquired skills and competences

. analyse sources, principles and mecanisms of financing activities in the sphere of education and culture in OECD-EU countries • show contrasts in financing legal entities depending on the flunder in the sphere of education and culture in the Czech Republic • explain the principles of legal entities management in the sphere of education and culture in the Czech Republic • discuss and suggest measurements to raise efficiency of administration, financing and financial management of legal entities in the sphere of education and culture in the Czech Republic

Summary

The course introduces basic economic categories in the field of education (formal mainly), their relations and practical application in conditions of education in the Czech Republic comparing to practice of developed economics. It is focused on social and economic context of education (factors of demand for education, indicators of education), economic and social functions of education, macroeconomic and microeconomic effects, factors influencing the share and extent of public and private expenditures on education, nature of administration. There are covered all levels of education from pre-primary to tertiary ones that are applied within a network of regional schools and colleges (or universities) – administration and founders of schools and school facilities, resources and principles of establishing, financial management of schools in relation to founder and legal form). In a similar structure, there are explained basic economic categories and relations in the area of culture.

Subject syllabus:

1. Social and economic context of education. Functions and effects of education. Financial and human investments in education (factors of demand for education, indicators of education, economic and social functions, macro- and microeconomic effects of education, criteria of effectiveness, inner rates of education benefits, factors influencing expenditures on education, and levels of education). 2. Public and private expenditures on education (economic foundations, structure and resources of expenditures, influence of factors corresponding to supply and demand for public and private expenditures, public subsidies to households). 3. Administration, founders and legal form of school in “regional education” in the Czech Republic (structure of founders and their competences, forms of financial management of organization according to type of founder, relation between founder and financing of the organization, remuneration for education). 4.-5. Principles of financing the investment and non-investment expenditures in “regional education in the Czech Republic (main and supplementary activities, incomes and expenses, costs, revenues, financial funds, relation of investment expenditures to financial management of the organization, acquisition of investment and property management, normative and non-normative financing – construction of norms, creation of salaries, extra-budgetary resources of financing, fundraising, pays for productive activities of pupils). 6.-7.Administration, founders and financing of colleges (universities), management of colleges in the Czech Republic (structure, founders and legal form, incomes and expenses, costs and revenues of colleges, budget, state subsidies, funds of colleges and their resources, college property, remuneration, payment for education and services). 8. Culture and approaches to its concept (definition of culture, approaches to culture, models of culture, dividing of culture. Culture processes. Cultural institutions and products. Dividing of cultural activities. Effectiveness in area of culture. Allocation of financial funds in culture. Cultural policy. Models of culture administration. European priorities in culture). 9. Administration, founders and legal forms of cultural institutions. Public policy in culture in the Czech Republic. (Organizational and institutional ensuring of culture. Financing of culture – direct and indirect support, own resources. Selected resources of financing cultural branches. Development and current state of cultural policy in the Czech Republic. Reform of public administration and public budgets in terms of cultural policy. CR participation in EU programmes.) 10. Heritage preservation. Observatories and planetariums. Museums and galleries. (Aspects of cultural policy in European countries – diversities, cultural heritage, care of cultural heritage. UNESCO and its role in culture and cultural policy. Findings of the study “Economy of Culture in Europe”. Measurable and immeasurable benefits of culture. Models of financing cultural branches. EU programmes in culture and audiovisual sector. Cultural agreements, foreign relations of the Ministry of Culture of the Czech Republic).
