Students will acquire specific knowledge and skills: - to define and understand the key terms and postulates in public administration; - to explain the behavior of entities and the main processes in the public administration; - to evaluate and illustrate the findings on practical examples.

Summary

The Subject is focused on acquiring basic theoretical knowledge about the broader and narrower concept, system, organization, scope and tasks of public administration in the Czech Republic. Deeper attention is paid to the organization and scope of the state administration and territorial self-government. Specifically, the subject deals with personnel security, control mechanisms and products in the form of public administration information.

Subject syllabus:

1. The definition and function of public administration from the point of view of the theory of administrative science. Material and institutional concepts of public administration. Multidisciplinary basis of public administration. 2. State as a public law corporation. Constitutional elements of the state. Function and character of the state. Origin, extinction and state forms. Conditions of State Existence. Legal state. Economic role of the state. 3. The division of state power. Constitutional delimitation of individual components of state power. Parliament's functions and organization in the Czech Republic. Position and authority of the President. Constitution, authority and tasks of the government. 4. Mission, position and hierarchy of the courts. Types of court proceedings. Functions and organization of the administrative judiciary. Function and composition of the Constitutional Court. 5. Legislative process and its phase. The role of the government, the Chamber of Deputies, the Senate and the President in the various phases of the legislative process. The specifics of the legislative process in the case of Constitutional Laws, the Electoral Act, the Act on the State Budget and the Senate's Legal Measures. 6. Principles and organization of public administration. Bearers and executors of public administration. Hierarchy and requirements of territorial administration. 7. Organization, functions and tasks of the state administration. Direct execution of state administration from the point of view of territorial and factual scope. Indirect performance of state administration in terms of delegated powers at the level of self-governing regions and municipalities in terms of territorial and material scope. 8. Self-government and its breakdown. Status, functions and tasks of professional chambers with compulsory membership and professional chambers with optional membership. 9. Region as a higher territorial self-governing unit. Brief history of self-governing regions in the territory of today's Czech Republic. Status, functions and authorities of the region. Separate jurisdiction of the regions. 10. The municipality as a basic territorial self-governing unit. A brief history of municipal self-government in the territory of today's Czech Republic. Status, functions, authorities and autonomy of the municipality. The position, functions and authorities of the capital city of Prague and its city districts. 11. Public functions and personal assumptions for the performance of public functions. Public functions based on a choice. Election systems, term of office and mandate. Public functions based on appointment, term of office, and qualification prerequisites. 12. Personal and qualification prerequisites for job seekers in public administration. Models of employment in public administration. Status, duties and remuneration of employees in public administration. 13. Organization and function of control activities in public administration. Tasks and possibilities of lay control. Professional control focused on financial control, administrative supervision and economic review. 14. Information as a product of public administration. Types and forms of information. Character and document management. Organization and tasks of file service. Forms of service in administrative proceedings.
