Subject aims expressed by acquired skills and competences

After completing the course, students will be able to: • analyse sources, principles and mecanisms of financing activities in the sphere of education and culture in OECD-EU countries • show contrasts in financing legal entities depending on the flunder in the sphere of education and culture in the Czech Republic • explain the principles of legal entities management in the sphere of education and culture in the Czech Republic • discuss and suggest measurements to raise efficiency of administration, financing and financial management of legal entities in the sphere of education and culture in the Czech Republic

Summary

The subject introduces listeners to the specifics and conception of two segments of selected sectors of public sector, namely education and culture. Approaches to education and culture, governance models and sector specificities in the context of democratically managed countries and European perceptions of cultural values are discussed. Within both segments, the interpretation focuses on clarifying the functioning of different types of educational and cultural organisations, possible legal forms and individual founders. The specifics of the pre-primary, primary, secondary and tertiary levels of education and the role of schools and school facilities are clarified in education. In the culture is specified the role of monument objects, museums, galleries, theatres, art files, libraries, zoos, observatory, planetarium and mass media. Attention is paid to funding in the interpretation; Organisational and institutional security; Characteristics of the services provided and forms of cooperation in both national and international contexts.

Outline of the subject (main topics after each week/): 1. Historical background of education and culture. Development and current status. Measurable and unmeasurable benefits of culture, education and education. Generally applied governance and funding models; The goods provided. 2. Strategy of the Czech Republic in the field of education and culture. Applied educational and cultural policy of the Czech Republic. SWOT analysis of the sector in Czech conditions. National and transnational indicators and statistical outputs. 3. Education system of the Czech Republic. Preprimary Education (Administration, founders and legal forms of operation, forms and methods of financing). 4. Primary and lower secondary education (administration, founders and legal forms of operation, forms and methods of financing). 5. Higher secondary and post-secondary non-tertiary education (administration, founders and legal forms of operation, forms and methods of financing). 6-7. Tertiary education (administration, founders and legal forms of operation, forms and methods of financing). 8. Culture and approaches to its conception in the conditions of the Czech Republic. Cultural processes and institutions, activities and products in culture. Financial collateral, efficiency, self-sufficiency and allocation of cultural funds by Focus, founder and legal form. Direct and indirect support of culture, own and foreign resources in culture. 9. Historical preservation in the Czech Republic. Administration, protection, financing and statistical indicators within the cultural Monuments of the Czech Republic. Organisational and institutional framework. Regional and national culture. 10. Libraries, museums and galleries. Definition of activities, legal forms and founders. Management, financing, statistical indicators and management of libraries, museums and galleries in the Czech Republic. 11. Theatres and art files, observatories and planetariums, zoos. Definition of activities, legal forms and founders. Administration, financing, statistical indicators and management of theatres and artistic sets, observatory and Planetariums, zoos in the Czech Republic. 12. Mass media and media. Organisational and institutional framework. Financing of television and broadcasting. Periodical and non-periodical printing. State funds in culture. 13. Churches and religious societies. characteristics, organs and economic security of churches and religious societies. Founding, creation, cancellation, extinction. 14. Aspects and priorities of education and cultural policies in Europe. Cultural heritage and care. UNESCO and its role in the field of culture and education. EU programmes in the fields of education, culture and audiovisual. Educational and cultural agreements, foreign relations of the Ministry of Education, Youth and Sports of the Czech Republic and Ministry of Culture of the Czech Republic.
