Subject aims expressed by acquired skills and competences
You will be able to:
- Outline public administration as a branch of national economy, decentralization of public administration, corruption and types of corrupt behaviour, economic value of public services.
- Describe public administration reforms, the role of public administration in the provision of public services, approaches to the evaluation of public administration, public control, audit and the audit institutions' economy.
- Classify e-government services, ESA and COFOG methodology, comparative models of public administration.
- To summarize the economic and personal aspects of public administration, the efficiency of public administration, the European perspective on public administration and the European system of control.

Předmět navazuje na získané vědomosti v bakalářském studiu z předmětu veřejná správa. Rozšiřuje již získané informace a hlouběji věnuje pozornost veřejné správě jako odvětví národního hospodářství, reformám veřejné správy a změnám řízení, e-governmentu, personální a ekonomické stránce veřejné správy s důrazem na efektivnost a hodnocení veřejné správy, financování, etiku, korupci, na decentralizaci veřejné správy a kontrolu ve veřejné správě.

Subject syllabus:
1. Public administration as a branch of national economy, relationship between public administration and the public sector, systemic conception of public administration, public service.
2. Reforms of public administration, types of reforms, modernization of public administration, new concepts of management of public administration and public services (e.g New Public Management, New Public Service), tools of public administration management.
3. eGovernment, classification of services and e-Government projects, e-Governance, e-Governance models, e-participation index, e-government development index.
4. Evaluation of public administration, indicators of evaluation of public administration, good governance and approaches to evaluation, aggregate index of quality of administration, aggregated indices.
5. Efficiency of public administration, types of effectiveness, efficiency as the target of reforms, measurement of effectiveness, methods of efficiency evaluation, international comparison of governance effectiveness.
6. Economic aspects of public administration, material and technical support, costs of public administration, EU resources, expenditures of the public administration sector according to the ESA methodology, COFOG expenses.
7. Human resources management in public administration, human resource management, costs on human resources, system of public service.
8. Decentralisation of public administration, types of decentralisation, approaches to the evaluation and measurement of decentralization, role of fiscal decentralisation, decentralisation of public services.
9. The role of public administration in the provision and financing of public services, models of public service delivery, economic value and public service evaluation methods.
10. Control in public administration and control of public administration, financing and economy of control institutions in the Czech Republic.
11. European control system, control by EU institutions and their economics, control of Intosai and Eurosai controls.
12. Audit in public administration, types of audits, implementation of audit in public administration institutions.
