The Subject outcomes of the course unit The subject is aimed at acquiring knowledge and skills in the area of measuring, analyzing and evaluating the performance of public services, especially in terms of financial performance, economic efficiency, standards of public services and comprehensive quality management. More attention is paid to methodology and modeling of evaluation of allocation and technical efficiency through multi-criteria evaluation of variants and models of data package analysis (DEA).

Subject syllabus:
1. Public services in the concept of public goods. Definition, provision and provision of public services. Public Service Areas. Theoretical bases of performance evaluation of public services.
2. Microeconomic approaches to public service evaluation. Economic value of public services and its components. Possibilities of Contingent Valuation Method.
3. Financial conception of performance evaluation of public services. Financial analysis indicators. Case study of financial analysis in hospital conditions.
4. Performance model in public services. 4E concept (economy, efficiency, efficiency, equality).
5. General methods of evaluation of public expenditure programs. Analytical methods of minimum costs, marginal costs, cost, benefit and cost effectiveness.
6. Economic conception of efficiency evaluation. Input and output models of allocation and technical efficiency. Theoretical basis of evaluation of technical efficiency.
7. Multicriterial methods of evaluation of static and dynamic technical efficiency of public services. Model Data Envelopment Analysis, Malmquist Index. Case study of evaluation of technical efficiency in the conditions of public libraries.
8. Comparative approaches to evaluation of public services based on multi-criteria decision making. Case study of evaluation of security tasks of regions using TOPSIS method.
