Subject aims expressed by acquired skills and competences
Students will be introduced and is able to orient
• Basic concepts, objectives and means of information policy of the CR: an information system of public administration, protection and information security, public information services, support education in science, development of information technologies, negative impacts of information and information technology on society.
• IS public administration: the introduction of mandatory standardization, achieving a single procedure, the introduction of certification and attestation, registration information systems of state administration.
• Electronic signatures, encryption.
• Use information technology to improve decision-making processes. Support for public administration - filing service.
• Legislative Standards - Act ISIS certifikaxce IS operated by the state administration and legislation in relation to the use of global information networks in public administration, selection, etc..
• Public information services - the development of public awareness, providing information in public administration, streamline citizen access to information from the public administration.
• Process analysis in public administration.
• Basics of Geoinformatics and presentation of spatial data with data from non-graphical parts of the information system.

Summary
Cílem předmětu je seznámit posluchače se základními pojmy, cíli a prostředky informační politiky ČR s důrazem na informační systémy veřejné správy. Ukázka konkrétního informačního systému. Toto s podporou GIS (geografický informační systém) a DMS (dokument management system - spisová služba). Náhled na ochranu a bezpečnost informací a veřejných informačních služeb a související legislativu. Student po absolvování je schopen se uživatelsky orientovat v informačních systémech státní správy a dalších problémových oblastech s nimi spojenými.

Subject syllabus:
• Základní pojmy, cíle a prostředky informační politiky ČR: informační systém veřejné správy, ochrana a bezpečnost informací, veřejné informační služby, podpora vzdělávání v oblasti informatiky, rozvoj informačních technologií, negativní vlivy informací a informačních technologií na společnost.
• IS veřejné správy: zavedení závazné standardizace, dosažení jednotného řízení, zavedení certifikace a atestace, evidování informačních systémů státní správy.
• Elektronický podpis, kryptování.
• Využití informačních technologií pro zkvalitnění rozhodovacích procesů. Podpora výkonu veřejné správy – spisová služba.
• Legislativní normy - zákona o ISIS, certifikaxce IS provozovaných státní správou, legislativa ve vztahu k využití globálních informačních sítí ve veřejné správě, výběrové řízení, apod..
• Veřejné informační služby - rozvoj veřejné informovanosti, poskytování informací ve státní správě, zefektivnění přístupu občana k informacím z veřejné správy.
• Procesní analýze ve státní správě.
• Základy geoinformatiky a prezentace prostorových dat s daty z negrafických částí informačních systému.
