Subject aims expressed by acquired skills and competences

Students will know the basic concepts, theories, and determinants of health and status of public health in the context of Czech health policy, will be able to compare the development of the health status of the CR population with other countries in the historical context, will be able to recognize and understand basic economic problems in health care will be able to define the orientation and major medical programs of WHO and its implementation in the CR, will be familiar with health systems and relationships within the system including inputs and outputs, both in CR and abroad will be able to identify indicators and parameters of quality of health care, they will know the basic principles and components of community care and health care for specific population groups. Last but not least will be familiar with the principles of health insurance, especially in Europe and the complex issue of health care financing and acquisition investments. A special chapter is research, development, manufacture and distribution of medical devices with emphasis on their distribution by level of risk and general safety. The course is also focused on the management, structure and activities of various types of healthcare organizations with a special focus section on governance, registration and use of medical devices (medical technology) in providing health care in general, but also in specialized centers, with emphasis on distribution, risks of medical equipment and space and the emphasis of support composition and functions of multidisciplinary health care teams in interdisciplinary activities. The course is designed for Bachelor's Degree Programme Biomedical techniques for medical devices.

Summary

The theoretical subject of "public health" and still provide basic information about the general health, with special focus on the place, role and safety of the diverse range of medical devices. Public Health based on the assumption that health care as a system is aimed at promoting and raising the quality of health and health care and is a major public priority, a public good with high human value that can be measured and continuously improved. Common elements of teaching substantive information about the meaning and objectives, focus, structure, function, responsibility and accountability of individual components of health systems, their organizational systems with a specific focus, including community health care and social care for selected groups. Public Health builds on the assumption that the correct and safe functioning of any health system, including its own provision of care for all health professions, including engineering and the necessary knowledge on health systems, structures and types of medical equipment, medical environment, control theory, economics, general and health legislation, and many other related areas, which include training, development, manufacture and disposal of medical devices. Teaching focuses besides theory and practice of biomedicine, the methods and knowledge of management science in particular, common law, specifically focusing on health legislation, medical informatics, health economics and social psychology. Teaching is also focused on the internal structure and function of medical facilities, technological development and investment activities for medical devices - their distribution by a number of perspectives, drawing investment plans with the acquisition of natural gas, cooperation, and supervising technicians to ensure proper and safe use of NG in the provision of health care for the management and recording of natural gas. The course introduces the law č.123/2000Sb. as amended, with the technical standards for LC instrumentation character with the standards for the construction of natural gas - ZT, the Law on metrology, the quality management system and dispatching activities of organizations in the management of technical operations of medical facilities, especially hospitals.

Way of continuous check of knowledge in the course of semester

Credit will consist of a written test each part of the course. Condition for the credit granting is at least 50% success rate on each of the written tests. It is required mandatory participation in seminars at least 80% from past lessons.

Subject syllabus:

• Introduction to public health, health care organizations - health systems (transnational, national), the potential health and its continuous increase in population, the quality of health care (the possibility of measuring the quality of health care) • The hierarchy of rights (including general internal rules and regulations, health professions) • Financing of health care and property management (public and private sector), health insurance. • Establishment, types, organizational structure and management of medical equipment, medical environment (distribution, installation, equipment, "patient environment"), place, role and management of medical device and medical device legislation (definition, classification, safety practices) • Standards in health care, safety in health care (adverse events and risk register), a multidisciplinary team, interface activity and competence of health professionals • Position of biomedical engineering / engineer in the hospital, the legislation as a tool and a protective agent in the performance of his work. The safety of medical device and define other important terms. • Service support, security controls, single-use medical devices, in vitro and implantable medical devices. • Metrology and medical device testing and calibration of measuring instruments. Units designed for health care. • Provision of individual workplaces medical devices. Protection against various sources of radiation. Patient environment, medical device - waste. • The issue of amendments (genesis) legislation on medical devices, the issue of standards, accreditation processes, etc.
