Subject aims expressed by acquired skills and competences

The student is able to describe the public health system, put it into the legal system of the Czech Republic and the EU. They will understand its individual components from the point of view of organization and management of health care provision and from the point of view of medical law. They will be able to design and implement telemetric solutions for biological signal acquisition.

Studnets become acquainted with the basics and content of public health care. They will become more familiar with the health system, its structure and management processes at multiple levels. The course is focused on the support of provided healthcare IT / ICT technologies. Students will be familiar with the basic concepts, theories and determinants of health and the position of public health in the context of Czech health policy, will be able to compare the development of health status of the Czech population with other countries and in the historical context, will be able to recognize and understand basic economic problems in health care, focus and main health programs of the WHO and their implementation within the Czech Republic will be familiar with health systems and relationships within the system including inputs and outputs, both in the Czech Republic and abroad, will be able to determine the indicators and parameters of the quality of health care, will know the basic principles and components of community care and health care for specific population groups. Last but not least, they will be familiar with the principles of health insurance, especially in Europe, and with complex issues of health care financing and investment. Part of the course is also an introduction to the issue of telemetry of biological signals and general application of telemetry in the field of medicine.

Lectures 1. Definition and content of the subject of public health. Medicine and Health. Public health. Public Health and New Public Health. Determinants of health. Potential of health and its behavior in the population. 2. Man as a bio-psycho-social unit of the population. The impact of human behavior on its own health, on the environment and on the health potential of the population. His individuality and paradigm. Family, childhood, school, patterns. Social gradient in population, vulnerable groups. Health Trends of the Czech Population. 3. Recognition, support and protection of public health, prevention of nosocomial infections. Fundamentals of epidemiology. Population and intervention clinical trials. Scientific approach versus spiders. Quality of life, QALY, DALY. Social and health insurance in the Czech Republic, Europe and the United States of America. 4. Ethics and morality. Code of Ethics. Risks of Ethical Failure at National, Collective and Personal Levels. Failure of Ethics in Science and Pharmacology. Genuine and generic medicines, food supplements. 5. Organization and management of health care provision. The health system and its executive medical segment, their structure and relationships. Emergency call center, cooperation of the rescue units of a higher administrative unit. Traumatology and evacuation plan of the hospital. Fundamentals of 1st Aid. Laboratory exercises: During the laboratory exercises the students will work on a controled semestral project. Part of the exercise will always be a theoretical introduction to the issue. The result of this project will be a functional telemetry device applied to a remote home care lab. The individual steps of the project are: • Design and telemetry devices using Arduino or similar development platforms to measure selected biological signals. • Selection and implementation of analog circuits to measure selected biological signals (single-conduction ECG or plethysmography or body weight or EMG, or inertial sensors and body temperature, or other types of bioscientists). • Digitalization of measured analog signals and transferring data to a personal computer using either USB or Ethernet. • Design and implementation of communication protocol, creation of software for visualization of measured data in a personal computer. • Implementation the chosen wireless technology (Bluetooth, Bluetooth Low energy, proprietary radio communication, Internet of Things). • Implementation of developed measurement system into remote home care systems - initial testing in the remote home care lab. • Practical tests with other measuring systems in a remote home care lab. Monitoring of the movement of people, work with remote home automation systems. • Design and implementation of test schemes to verify the benefits of telemetry facilities in a remote home care lab.
