Summary
The content of this course is to acquaint students with areas of public finance - the public sector, budgetary system, state budget, local budgets, etc. It will also clarify the area of social security, health insurance and tax policy, including the different types of taxes in the CR.

Subject syllabus:
1. Základní pojmy - tržní a vládní selhání, veřejné statky, veřejný sektor,
veřejná správa
2. Význam a funkce veřejných financí, veřejné rozpočty.
3. Fiskální federalizmus – centralizovaný, decentralizovaný a kombinovaný model.
4. Rozpočtová soustava v České republice. Rozpočet Evropské unie.
5. Státní rozpočet – význam a funkce, rozpočtový proces, příjmy a výdaje státního
rozpočtu.
6. Rozpočtový deficit, jeho příčiny a důsledky, vznik veřejného dluhu. Možnosti
financování deficitu.
7. Místní (územní) rozpočty – rozpočty obcí a rozpočty krajů.
8. Systém sociálního zabezpečení – sociální pojištění, státní sociální podpora, sociální
péče a sociální služby.
9. Systém zdravotního pojištění.
10.Daňová politika státu – základní pojmy, daňové principy, druhy daní.
11.Daň z přidané hodnoty.
12.Daně spotřební.
13.Daně ekologické.
14.Daň z příjmů fyzických osob a právnických osob.
15.Daň silniční.
16.Daň dědická, darovací a z převodu nemovitostí.
17.Daň z nemovitosti.
