The subjetc includes topics as the protection of the amount and quality of
surface and ground water from the technical and legislative solution.
Purpose and importance, factors influencing water sources in the Czech
Republic, posibilities to increase the amount and quality of ground water,
water uptakes and use, water recources balance, development of the amount and
quality of water.
The aim of the course is to acquaint students with water protection. Explain the principles of legal and technical protection of water, protection of water quantity and quality. Subject syllabus:
1. Water protection, purpose and importance, general and special water protection, legal protection of water in the Czech Republic.
2. Water Act, purpose and subject of the law, basic duties for water management, general water management, use of water for navigation.
3. Surface and groundwater, conditions, rights and obligations for water management, validity, change and cancellation of water management permit.
4. Statement and consent as a tool of water protection, permission for some activities, building permit for water structures.
5. Waterworks, types of waterworks, duties of the owner, duties in technical-safety supervision, operating and handling regulations.
6. Protection of water conditions and water resources, protected areas and protected areas for the accumulation of water, groundwater.
7. Protective zones of water resources, principles for their determination, sensitive areas of surface water, vulnerable areas and their determination.
8. Protection of water quality, waste water, types of waste water, legislative conditions for their discharge.
9. Harmful substances in water, harmful substances, types of these substances, character of pollution, especially dangerous substances according to the Water Act.
10. Waste water discharges into surface waters, pollution indicators, discharge permits, emission standards.
11. Handling of harmful substances, requirements of emergency plan, accident and their disposal.
12. Accidental pollution of water quality, oil pollution, their properties and methods of remediation.
13. Protection against floods, flood plans, flood areas, degrees of flood activity, flood measures, flood inspections.
14. Water quantity protection, Influence of water circulation, runoff conditions, water balance, compilation of water balance.
15. Execution of state administration, water supervision, Czech Environmental Inspection, water management proceedings, offenses and administrative offenses in water protection.
