Summary
The aim of this subject is to recognize and knowing the basics of state functioning with focusing on law basics of state functioning.
Students should know how „public affairs“ are running in the Czech republic, with principles of state power splitting (the rule of the principle „checks and balancies“).
First, students will know basic issues of public administration, followed by constitutional basics of the Czech republic and Human rights and freedoms. Students will know history of public administration, especially the period between years of 1948 – 1989, and the modern period after 1989.
Students will also study structure od of czech administratiton, territorial administration and territorial self government etc.
Students will know the nature of internal security and external security of the Czech republic and territorial and constructional proceedings.
Free acces to informations is one of the most important constitutinal rights, so we will study it as one of the basic human rights. It is also one of the public administration control instruments. So we will study the issues of public administration controll systmes and instuments.
We will also focus on european and european union frame of the public administration.

Way of continuous check of knowledge in the course of semester
Continuous test and the final test.
Written test is required for granting a credit. Written test is required to pass the exam.

Students will fulfil apointed task (presentation) from the area of public administration. Additional active presence in lessons is required. Teacher will continously verify knowledges of students.
